Veteran Street Fighter combatants Sagat and Balrog have been confirmed to make an appearance in the upcoming Street Fighter IV, according to a post on Capcom’s official blog.
Both characters have been included in various arcade machines across Japan, although Capcom notes that the due are "not in their final form.” While not playable at present, the company notes that "you can fight against them if the right conditions are met in the single-player mode".
The latest version of the popular brawler also adds three new locations to fight in: Drive-In at Night from the USA, Beautiful Bay from South Asia, and Inland Jungle from South America.
Sagat and Balrog join a host of returning characters in Street Fighter IV, such as Blanka, Chun-Li, Dhalsim, E. Honda, Guile, Ken and Ryu, along with new entries Abel and Crimson Viper.

IDK, these characters don't really look as good as I expected them to.
They are expected to be there......just like Bison, Vega and Akuma. Heck...I am waiting on Deejay, Cammy, T. Hawk and Fei Long to be announced. I don't know who crapcom think they are fooling. If a full cast that I am happy with is not there...then I am not buying it. With BlazBlue and KOF XII.....I wouldn't miss this at all!

Read my words. If every character from Street Fighter 1-3 and everything in between is not in this game, I will not be buying it and any other Street Fighter Veteran who shares in my disrespect that would be shown by Capcom if they were not to put every character in, would also pass on buying this game. Quit trying to pump us up with stuff that should be uniform. I know EA Sports gets away with it in Madden with all those madden junkies by rehashing features from 3 years prior, but we aren't that stupid.
Uhh as long as we don't see a Tiger shot spamfest like in SF II then we are good. Its ridiculous to get guard crushed by that ish.
Really,they've released it in Arcades,WITHOUT having all the characters playable?C'mon even someone like Capcom knows that's stupid,it's no fun fighting AGAINST Sagat,the fun is if u get to play AS Sagat.They better fix all this stuff up for the console release.(we know it's gonna happen)
