More likely than not, it is. I'm no expert but it overall fits the mood of the game. If you look at the trailers, it has a similar sort of style to ther music used there, so I'm willing make a strong bet, that while it may not neccissarily be the actual 'theme' per se, its probably part of the OST.

Forgive me Azu, I know it was you who found it, but I figured its best to inform the populous now...guys, the song ISNT from FF versus13. It is far too old to be. Azu found it on youtube, on a video dating to march 2007

This sounds very familiar to something from FFVII I think.  At least the beginning part when the notes bounce between low to high and back again for a while.  It sounds like something you would hear when Aeris is praying to Holy or when Cloud was in the lifestream.

As a major ff fan I love the music in these games and i'm guessing that this would not be the theme of the game. there's not enough going on, the themes are always more epic. if this was in the game it would more likely be the theme of a town or area, it has that sound to it.
